A shuttle's speed is tested by where a controlled full stroke makes it land.

Badminton does not settle shuttle speed by feel, tube number, or whichever pace a player prefers. BWF Law 3 specifies a court test. Separate equipment and competition rules decide whether the shuttle's construction is legal, whether its exact brand and grade has BWF approval, and who chooses the speed used in a match.

Quick ruling: BWF Law 3, in force 26 April 2025, requires a full underhand stroke with contact over one back boundary line, hit upwards and parallel to the side lines. A correct-speed shuttle lands 530–990 mm short of the opposite back boundary line. A landing nearer the line is too fast on that valid test; a landing farther short is too slow. At BWF-sanctioned tournaments, the Referee—not the tester or the players—selects the speed under the BWF ITTO in force 17 November 2025, Version 8.0 (2).

The international baseline used on this page

The construction and court-test rulings use BWF Statutes Section 4.1, Laws of Badminton, in force 26 April 2025, Version 5.0 (2), especially Laws 2, 3, 5, and 16.6.2. Tournament testing, shuttle changes, tipping, and decision-making use BWF Statutes Section 4.1.1, Instructions to Technical Officials (ITTO), in force 17 November 2025, Version 8.0 (2).

The BWF Laws are the international rules for standard badminton. National associations, unaffiliated events, schools, clubs, and local leagues may add procurement rules or approve their own shuttle lists. BWF-sanctioned tournament requirements are identified separately below; they are not universal conditions for every match played under BWF-style laws.

Decision path

Separate speed, specification, and approval

  1. Identify the ruleset. This page uses the standard BWF Laws of Badminton, not AirBadminton, a manufacturer's selection chart, or an unaffiliated club rule.
  2. Check the shuttle itself. BWF Law 2 sets construction, measurement, weight, and general-flight requirements for feathered and non-feathered shuttles.
  3. Test actual speed. Use the stroke and landing zone in BWF Law 3 rather than relying only on the marking on the tube.
  4. Check competition approval. If the event requires a BWF Approved shuttle, confirm the exact brand and grade on BWF's current list and in the tournament prospectus.
  5. Follow the officials. Under BWF ITTO Version 8.0 (2), the Umpire decides whether a used shuttle should be changed; the Referee alone decides the speed used.
What the test answers

Law 3 checks flight in the conditions where play will occur

A shuttle can produce a different flight as conditions change. BWF ITTO 3.5.4.7 specifically identifies substantial changes in temperature and humidity as reasons that may require retesting; Law 2.4 separately recognises altitude and climate. Law 3 therefore judges the distance produced by a specified stroke on a full court. It is a practical flight-distance test, not a laboratory measurement of initial velocity.

The test answers whether that shuttle speed produces the prescribed flight distance in those conditions. It does not by itself prove that every shuttle in a tube is consistent, that the product satisfies every measurement in Law 2, or that its brand and grade appear on the BWF Approved list.

Test stroke

Contact the shuttle over the back boundary line

BWF Law 3.1 requires a player to use a full underhand stroke. Contact is made with the shuttle over the back boundary line, and the shuttle is hit at an upward angle in a direction parallel to the side lines.

Each detail controls a source of variation. A shortened push is not the prescribed full stroke. Contact well inside the court changes the available flight distance. A cross-court path makes the opposite back line a misleading reference. This is also not a serve: the test begins from the back boundary and uses a full underhand hit.

Landing zone

The correct range is 530–990 mm short of the far back line

BWF Law 3.2 and Diagram B place the acceptable landing area between two marks inside the opposite back boundary: one 530 mm from the line and one 990 mm from it. The landing point—not where the shuttle is caught, rolls, or is later moved—is what matters.

  • Inside the zone: the shuttle is of correct speed under the Law 3 test.
  • Less than 530 mm short: the shuttle has flown farther than the correct-speed zone and is too fast for the test.
  • More than 990 mm short: the shuttle has fallen before the correct-speed zone and is too slow for the test.
  • On a zone mark: 530 mm and 990 mm are included because the law says “not less than” the first distance and “not more than” the second.
Tournament procedure

The Referee oversees testing before the first day's play

BWF ITTO 3.5.4 requires the Referee to oversee shuttle testing before the first day's play. The tester should be an active player in the tournament—preferably a male player—or another qualified person approved by the Referee. All available speeds are tested from both ends of the court.

The Referee assesses strength, trajectory, and whether contact was over the back line, then communicates the selected speed to Shuttle Control. ITTO 3.5.4.6 says not to tell the tester the selection or ask for the tester's opinion. The tester supplies strokes and landing evidence; the Referee supplies the decision.

Reliable testing

A mishit does not establish that the shuttle is wrong

A sliced, cross-court, shortened, or plainly mistimed stroke has not reproduced Law 3. ITTO 3.5.4.4 expressly requires the Referee to account for the strength and trajectory of the hit and the contact location when assessing the result.

During a match, if both sides request a different speed, ITTO 3.6.3.1 directs the Referee to combine personal observations with the Umpire's comments. Player testing may be performed, but the instruction cautions that it will often add no valid information. One out-of-zone hit is therefore neither an automatic speed change nor a player veto.

Retesting

A tournament selection can be reviewed when conditions change

Under ITTO 3.5.4.7, the Referee may retest on a given day when playing conditions change substantially—for example, temperature or humidity—or when visual observations or Umpire feedback warrant it. ITTO 3.6.3 also requires the Referee, while watching play, to keep considering whether the selected speed remains correct.

Daily retesting is not automatic. ITTO 3.5.4.8 says it is unnecessary on later days if conditions have not changed significantly and shuttles are consistent from tube to tube. This is a controlled judgment about the event supply and venue, not a right for either side to demand a new test after an inconvenient rally.

Tube numbers

A manufacturer's speed marking does not replace Law 3

Manufacturers sell different shuttle speeds and may identify them with numbers, words, or coloured caps. BWF Law 3 does not assign a universal meaning to a retail number and does not declare a particular number correct for every temperature or altitude.

The marking helps organisers choose a likely starting speed. The legal court test and the Referee's decision govern actual BWF match use. The same labelled speed can produce a different test result when playing conditions change.

Legal shuttle

Law 2 compliance is broader than passing the speed test

Under BWF Law 2.1, a shuttle may use natural and/or synthetic materials, but its general flight characteristics must resemble a natural feathered shuttle with a cork base covered by a thin layer of leather. A standard feather shuttle has 16 feathers, weighs 4.74–5.50 g, and must also meet the feather, tip-circle, fastening, and base dimensions in Law 2.2.

Law 2.3 allows a non-feathered shuttle with a synthetic skirt. The feather-length, tip-circle, and weight requirements apply with up to 10 per cent variation because of the specific gravity and other properties of synthetic materials. Passing the distance test cannot cure a non-compliant construction or measurement.

Approved product

“BWF Approved” is a product certification, not a speed result

BWF's Equipment Certification Programme assesses shuttlecocks for compliance with the relevant Laws of Badminton and for likely safety hazards arising from their design and technical properties. Certification attaches to the named brand and grade; it is not blanket approval of every shuttle made by the same company.

The BWF programme overview says shuttlecock testing is conducted in May and November, certification lasts one year from the certification date, and BWF may withdraw it at any time. A successful manufacturer may print “Approved by the BWF for international play” for that certified brand and grade, but may not use the BWF logo. Check the exact product on BWF's current list rather than relying on an old tube or a retailer's description.

Two different questions

A lawful design is not automatically approved for a BWF event

BWF Laws 2 and 3 state what a compliant shuttle is and how its speed is tested. BWF Law 5 gives the Federation authority to rule on whether a shuttle, other equipment, or prototype complies. The Equipment Certification Programme goes further by assessing named commercial products for international use.

A recreational organiser can adopt the BWF playing laws without requiring every tube to have product approval, unless its own competition rules say otherwise. A BWF-sanctioned tournament subject to the international-facility regulations may have to use a BWF Approved brand and grade. Always check the event's level and prospectus instead of turning an elite-event procurement rule into a universal rule for all badminton.

International events

Specified BWF tournament grades must use an approved shuttle

BWF Statutes Section 5.3.4, Specifications for International Standard Facilities, in force 1 January 2018 and checked in BWF's current statutes collection on 15 August 2026, requires one brand of BWF Approved shuttle for exclusive use at the Olympic Games, Youth Olympic Games, Grade 1 tournaments, and Grade 2 World Tour Levels 1–6. Regulation 8.1.1 requires the brand to be named in the tournament prospectus.

The same current section requires one BWF Approved brand for Grade 3 tournaments and International Junior Tournaments Under 19. It also says shuttles may not be rationed per match and are the tournament's financial responsibility, without charge to the players. These are event requirements; they do not mean a casual player commits a playing fault by using an unlisted shuttle at practice.

Available speeds

Top BWF events must have a faster and slower option

For the Olympic Games, Youth Olympic Games, Grade 1, and Grade 2 World Tour Levels 1–6, Section 5.3.4 Regulation 8.1.3 requires at least three shuttle speeds throughout the tournament. The organisers nominate a middle speed expected to suit most matches, with at least one faster and one slower speed also available.

This availability rule does not allow players to choose among three speeds from rally to rally. It ensures the Referee has suitable alternatives if conditions show that the nominated speed is wrong.

Official authority

The Referee decides speed; the Umpire decides replacement

BWF ITTO 5.13.1, Version 8.0 (2), says a shuttle change during a match must be fair and the Umpire decides whether the shuttle should be changed. It does not define a player-controlled damage threshold or give either side an automatic fresh-shuttle entitlement.

ITTO 5.13.4 makes the Referee the sole judge of shuttle speed. If both sides request a different speed, the Referee must be called immediately. ITTO 3.6.3 also requires the Referee to keep assessing the selection while observing play, so the initial choice can be reviewed when the evidence warrants it.

Tampering

Players may not alter feathers to obtain a preferred flight

BWF Law 16.6.2 prohibits a player from deliberately modifying or damaging a shuttle in order to change its speed or flight. BWF ITTO 5.13.2 tells the Umpire to discard a shuttle whose speed or feathers have been deliberately interfered with and to apply Law 16.7 where appropriate.

The current ITTO recognises only a narrow official last resort: under Instruction 3.6.3.2, when no correct-speed shuttles are available, tipping may exceptionally be performed—preferably by a service judge or another neutral person—to continue play. That controlled Referee procedure is not permission for a player to tip feathers privately.

Atmospheric exception

Local conditions can justify an authorised modification

BWF Law 2.4 permits modification of the standard shuttle specifications where atmospheric conditions caused by altitude or climate make the standard shuttle unsuitable. The modification must not vary the general design, speed, and flight, and it requires approval from the Member Association concerned.

This is an organised rules exception, not an individual player's permission to reshape a shuttle. The relevant national BWF member association approves the modification; match officials then administer the shuttle chosen for the competition.

Worked cases

Apply the BWF tests to the decisive fact

  • Valid stroke, landing 700 mm short: under BWF Law 3, Version 5.0 (2), the shuttle is inside the inclusive 530–990 mm zone and is correct speed on that test. The decisive fact is the landing point after a compliant stroke.
  • Valid stroke, landing 300 mm short: under the same law, it travelled beyond the near edge of the zone and tested too fast. “Short of the line” means the smaller number is the longer flight.
  • Valid stroke, landing 1.2 m short: it fell before the far edge of the zone and tested too slow.
  • Landing 700 mm short after a diagonal hit: there is no valid Law 3 result because the required direction is parallel to the side lines. A landing distance alone cannot cure the wrong test stroke.
  • The first-day tests differ by court end: under ITTO 3.5.4.2 and 3.5.4.4, the Referee tests all available speeds from both ends and assesses the strokes. One convenient result is not selected in isolation.
  • Both sides request a faster speed mid-match: under ITTO Version 8.0 (2), agreement triggers a call to the Referee; it does not decide the result. The Referee considers observations and the Umpire's comments and remains sole judge.
  • A listed manufacturer sells several grades: certification of one grade does not establish certification of another. The decisive fact is whether the exact brand and grade appears on BWF's current product list.
Common mistakes

Misunderstandings to avoid

  • “Passing the speed test means BWF Approved” confuses one playing-law result with a product approval programme.
  • “BWF Approved means the fastest or best shuttle” is not the approval claim. It means the named product has met the BWF approval requirements.
  • “The tube number is the rule” is wrong. BWF Law 3 defines the stroke and landing range, not universal retail numbering.
  • “Every legal match must use a feather shuttle” ignores BWF Law 2.3, which expressly provides for non-feathered shuttles.
  • “Both players can agree to change speed” ignores the Referee's sole authority under BWF ITTO 5.13.4.
  • “Tipping is always allowed if the shuttle is too fast” ignores Law 16.6.2 and the ITTO's narrow, official last-resort procedure.
